Stipulate the selling, renting, and leasing prices of social houses

According to the Ministry of Construction, compared with selling prices, rents, lease-purchase prices of commercial houses, selling prices, rents, rent-purchase of social houses at the equivalent position are lower than 25-30%.


The selling prices, rents, renting and buying of social housing are equivalently 25-30% lower than the commercial houses


The current price of selling, renting, leasing and purchasing social houses is implemented in accordance with the provisions of Circular No. 20/2016/TT-BXD of June 30, 2016 of the Ministry of Construction guiding the implementation of some contents of Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government on developing and managing social housing.


The regulation applicable to state-owned social housing is Circular No. 19/2016/TT-BXD of June 30, 2016 of the Ministry of Construction guiding the implementation of some contents of the Housing Law and Decree No. 99/2015/ND-CP dated October 20, 2015 of the Government detailing and guiding the implementation of some articles of the Housing Law.


Accordingly, the project investor will determine the selling price, rent, lease purchase price of social houses and excluding state incentives prescribed in Article 58 of the Housing Law. Thus, the selling price, rent, lease purchase price of social housing at the equivalent position is about 25-30% lower than commercial houses.


The law has strict regulations on the management of selling prices, rents, hire-purchase of social houses. Specifically, under the direction of the Provincial People's Committee, the affiliated agencies (mainly the Department of Finance and the Department of Construction) are responsible for appraising selling prices, lease-purchase and lease of social hosues invested by the project with capital outside the State budget in the area under Clause 4, Article 21, Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government.
