The administrative boundaries of Cau Giay district will be expanded through the merging of some administrative units of Nam Tu Liem and Bac Tu Liem districts into Cau Giay district.


On the morning of July 10, the 9th Session of the 16th People's Council of Hanoi City passed a Resolution on adjusting the expansion of Cau Giay district boundary with the merger of some administrative units of Nam Tu Liem district and Bac Tu Liem into Cau Giay district.


According to the adjusted plan, the entire natural land area of 8 residential areas of Bac Nghia Tan street of Nghia Tan ward (including the following groups: 25, 26, 27, 28, 29, 30, 31, 32) belongs to administrative boundary of Co Nhue 1 ward (Bac Tu Liem district) to the boundary of Nghia Tan ward (Cau Giay district). The proposed area of the boundary adjustment is 10.32 hectares, the area's population is 6,096.


In addition, the entire natural land area of the residential group 28 (Mai Dich Ward) is located in the boundary of My Dinh 2 ward (Nam Tu Liem district) to the boundary of Mai Dich ward (Cau Giay district). manage. The adjusted area area is 1.86 hectares, the adjusted area population is 703 people.


Hanoi affirmed that the adjustment of this boundary did not change the management and organization of population between wards and districts, thus causing less disturbance and affecting the lives of people living in areas where the correction. In addition, the change still ensures the balance, reasonable in terms of area and population of the districts.


Previously, according to the report of the Hanoi People's Committee, the reason for requesting the adjustment of the boundaries of administrative units between Cau Giay, Bac Tu Liem and Nam Tu Liem districts was due to the history of forming residential area since the 1980s; Cau Giay district, Hanoi city is managing a number of residential groups outside the administrative boundaries of the district.


Specifically, Nghia Tan Ward (Cau Giay District) is managing 8 residential groups of Bac Nghia Tan belonging to the administrative boundary of Co Nhue 1 Ward, Bac Tu Liem District. Mai Dich Ward (Cau Giay District) is managing the residential group 28 - Collective Hospital 19-8 under the administrative boundary of My Dinh 2 Ward, Nam Tu Liem District.


Through the reality of managing the population outside the above-mentioned administrative boundaries of Nghia Tan and Mai Dich wards (Cau Giay district), there have been many shortcomings, affecting the effectiveness and efficiency of administration of the authorities. issued by the overlap of authority in residence management, security and administrative management in other areas such as land management, construction permits, culture, medicine, education... This also affects people in conducting administrative transactions and fulfilling citizens' obligations towards local state agencies.


According to the City People's Committee, the adjustment of the boundaries of this administrative unit is necessary, in order to fundamentally solve the problems related to the management of the above-mentioned population groups in accordance with the law on administrative boundaries and Consensus of the people in the area.


The adjustment plans have been organized to collect voters' opinions in the relevant wards as prescribed. The results of voters' opinions on the adjustment plan reached a high consensus (over 90% of ward voters agreed).


These alternatives also ensure the rationality and science of the boundary; convenience and ease in administrative management; do not change the management and organization of population between wards and districts. In addition, the adjustment of the boundary under this plan still ensures the balance and rationality in terms of area and population of Cau Giay and Bac Tu Liem districts, of Nghia Tan and Co Nhue 1 wards.


The Hanoi People's Committee has reported to the Ministry of Home Affairs about the policy of adjusting the administrative boundary of residential areas outside the administrative boundary of Cau Giay district and has been issued in writing by the Ministry of Home Affairs No. 12/BNV-CQĐP on 02/01/2018 agreed with the above policy.
