On 11/9, Dong Anh District People's Committee held a conference to ask people for adjustment of planning for Smart City Project in Hai Boi village, Hai Boi commune.
The Smart City project was implemented in Hai Boi, Vinh Ngoc and Kim No communes. In particular, the total land acquisition area is 271.5 hectares, the total number of households with land acquisition area is 1,455 households, particularly Hai Boi commune is 820 households with a total land acquisition area of 79.6 hectares. The time for implementing the project is divided into 5 phases, from now to 2028.
At the meeting, there were 18 speeches which focused on issues such as: proposing to keep the existing residential status; keep the headquarters buildings, schools, health stations and some other works. The overwhelming majority of people's opinion focused on compensation price for site clearance for the acquired land.
Mr. Nguyen Xuan Linh, Chairman of Dong Anh District Site Clearance and Support Council affirmed: the compensation and support for site clearance are implemented in accordance with the current compensation policy. According to the State regulations, to ensure the best rights of the people, the clearance process has been conducted publicly and transparently and in accordance with the regulations of the State.

It is known that the Smart City Project has a total investment of 4,138 billion USD with the goal of building a smart and synchronous urban area in terms of technical and social infrastructure.
This project is made based on a smart urban planning project along Nhat Tan - Noi Bai axis with a length of over 11km (from Nhat Tan bridge to Noi Bai airport), implemented by BRG.
At the end of 2017, under the witness of the Prime Minister, BRG and Sumitomo signed a cooperation agreement to develop Nhat Tan - Noi Bai urban project between Hanoi People's Committee, BRG Group and Sumitomo Group.
According to information from BRG, the goal of this agreement is to build the most modern smart city in Southeast Asia, located in the North of the Capital, along both sides of Vo Nguyen Giap route, under the planning project on both sides Nhat Tan - Noi Bai axis.
Phase 1 of the project, the Sumimoto-BRG joint venture, will invest more than US $ 1 billion on an area of 73.11 hectares, build about 7,000 apartments and commercial facilities, house prices range from US $ 93,000 to US $ 140,000 ( equivalent to about VND 2-3 billion each). At this stage, infrastructure will be invested synchronously, connected for the whole project, which will be the main station of the railway No. 2, starting from Tran Hung Dao street.
Currently, BRG and Sumitomo have completed the legal documents and prepared the financial resources to prepare for investment.
Previously, according to the investor's plan, this super project was promised to start in October 2018. However, the schedule to start the project has been delayed by nearly 1 year compared to the plan.
