Hanoi People's Committee has just issued Plan No. 98/KH-UBND on investigation and construction of land price lists for all types of land in Hanoi from January 1, 2020 to December 31, 2024.
Accordingly, the city requires land prices to be built on the basis of the law on land price framework of the Government; ensuring the methods and principles for determining land prices must be adequate, synchronous, timely and public, ensuring objectivity, inheritance, easy to understand and easy to apply in the process of organizing the implementation.
Specifically, in 4/2019, a plan to implement the task of developing land price list must be issued; set up the Steering Committee of the city, the working group to assist the Steering Committee to implement the task of developing land price list.
Hanoi investigates and builds the price list of all kinds of land in the city to apply from January 1, 2020 to December 31, 2024.
From May 1, 2019 to June 30, 2019, the Department of Natural Resources and Environment is responsible for organizing the implementation of the tasks of survey and information collection on the market price of 584 communes, wards and towns.
Regarding the surveyed land plot, including: For wards of districts and towns, about 50 land plots have been successfully traded in the market. For towns in districts, it is necessary to investigate and survey about 40 land plots which have been successfully traded in the market. For the communes in the plain, about 30 land plots were successfully surveyed in the market. For the midland and mountainous communes, about 15 land plots have been successfully traded in the market.
The Department of Natural Resources and Environment is responsible for allocating questionnaires to districts and towns to ensure compliance with each specific type of land. Time to investigate successful transactions (as stipulated in Circular No. 36/2014/TT-BTNMT dated June 30, 2014 of the Ministry of Natural Resources and Environment). The type of surveyed land is residential land, non-agricultural production and business land and agricultural land.

August - September 2019, the working group synthesized, analyzed, evaluated the survey results and developed plans and drafted land price lists; build additional land price lists for newly named streets and new streets; explanatory report, submission... Draft land price list of the City to neighboring provinces/cities People's Committee for comments; agree with the provinces/cities about the land price to be issued (or report to the Ministry of Natural Resources and Environment for settlement when there is no agreement). Consult the People's Committees of districts and towns contribute ideas and complete plans to build land price lists.
In 10/2019, sending to the specific land price appraisal council the City appraises the dossier of land price list; based on the opinion of the City specific land valuation council; the working group revise the draft decision, land price list and send it to the Department of Justice for appraisal and submission to the City People's Committee; finalize land price records, report to competent authorities before submitting to the City People's Council.
In November 2019, printing documents on the construction of land price list for the City Council's session; City People's Committee issued and announced land price list before January 1, 2020; propaganda and public announcement on the media. Summarizing and sending the results to the Ministry of Natural Resources and Environment before January 15, 2020.
Hanoi People's Committee request People's Committees of towns and districts to direct the Division of Natural Resources and Environment, relevant functional departments and sections, People's Committees of communes, wards and towns coordinate closely with consultants and Department of Natural Resources and Environment carry out the investigation work; providing data and assessing the situation of ground clearance of projects in the area; reporting synthesis; giving suggestions and proposing plans to adjust, supplying and building price lists of land types in localities according to regulations.
