Hanoi: Audit of social housing program in 3 districts of Ha Dong, Cau Giay and Bac Tu Liem

Hanoi has just established a supervising delegation of the City Council of the City Council on the status of implementing housing development plans for the period 2016-2020 and implementing recommendations of the State Audit on the social housing program in Ha Dong, Cau Giay and Bac Tu Liem districts in the period of 2015-2017.

City People's Council Hanoi has just issued Decision No. 48/QD-HDND establishing the Supervisory Delegation of the City Council of the City Council on the implementation of housing development plans for the period 2016-2020; the implementation of the State Audit's recommendations for auditing social housing programs in Ha Dong, Cau Giay and Bac Tu Liem districts, 2015-2017.


Accordingly, the Supervisory Delegation will review reports of relevant departments and branches and directly supervise at the Department of Construction, combining field surveys in some projects in the City. The direct supervision at the units is expected to be conducted from August 23 to August 30.


The monitoring session aimed to evaluate the compliance with the city's housing development plan (2016-2020 period); the implementation of the State Audit's recommendations for auditing the Social Housing Program in Ha Dong, Cau Giay and Bac Tu Liem districts (2015-2017 period), assessing the achieved results, clarifying the limitations, difficulties and obstacles in need of disassembly, identification of causes and responsibilities of relevant levels, branches and organizations. On that basis, proposing and proposing solutions to more and more effective implementation of housing policies and laws in the City in the coming time.


Department of Culture - Society City Council Hanoi said, from 2016 to the end of March 2019, the City had 147 commercial housing projects that were decided to invest with an area of about 14,196 m2 of land, total investment of about VND 390,788 billion copper; 13 social housing projects with an area of about 526,645 m2 of land, total investment of about 36,041 billion dong; 11 resettlement housing projects with an area of about 219,169 m2 of land, total investment of about VND 19,523 billion.


Meanwhile, there are many projects of urban areas and residential areas that have not been invested to ensure synchronism, slow construction of schools and kindergartens compared to the construction schedule in the planning.

A number of investment projects on construction of schools in new urban areas, especially in central districts, have been transferred by investors to secondary investors, these secondary investors are slowly implemented but the project owners did not urge in a timely manner. For example: Phap Van - Tu Hiep new urban area planning 6 lots of land for school construction, including 3 lots for construction of preschools, 1 lot for primary school, 1 lot for junior high school, 1 lot for school High school; However, the plot of high school construction is entangled in Van Dien village cemetery.


In Hoang Mai district, the urban area southwest of Linh Dam lake is planned to have 6 plots of land for school construction, but so far only 1 primary school project has been completed, put into operation and use. There are 5 plots of land for school construction, and Housing and Urban Development Investment Corporation - Ministry of Construction (HUD) has transferred the infrastructure of 2 plots (NT1 and TH1) to secondary investors but not been constructed yet; 2 land plots (NT2, HT2) are adjusting the planning; 1 land plot (TH4) is entangled, land clearance is not completed.


In Long Bien District, Viet Hung New Urban Area, HUD has transferred 5 lots of school land to secondary investors but so far only 1 school project has been completed.
