Booming coastal urban in the central of Vietnam

The construction of coastal urban areas is of particular interest to the central provinces but this problem also poses a risk of concreting the marine space.

At a conference on economic development in the Central region that took place in Quy Nhon City (Binh Dinh Province) on August 20, the Ministry of Planning and Investment (MPI) proposed three major groups of solutions to boost the central economy. In particular, special emphasis is given to the group of solutions on mechanisms and policies, speeding up the formulation of national and regional plans, making the sea and coastal areas central, building modern coastal urban areas.

Satellite for central urban

This solution further affirmed that the investment and development of coastal urban areas in the central provinces has now been on the right track. Binh Thuan province has allowed potential investors to research and make plans for developing complex urban space on coastal land. Particularly, the People's Committee of Binh Thuan Province has also approved many construction planning projects for coastal areas of the province from Vinh Tan commune (Tuy Phong district) to Tan Thang commune (Ham Tan district).

Nha Trang's coastal area is being compressed by high-rise buildings and high construction density

Mr. Nguyen Van Phong, Director of Department of Planning and Investment of Binh Thuan Province, said that, currently, on the coastal road of the province, there are many projects applying for investment license in urban areas. However, only projects that ensure environmental factors are approved. Binh Thuan's view is that development must go hand in hand with environmental protection. Phan Thiet city is considered as the center, including 15 urban areas: Nguyen Thong residential area; Ham Tien - Mui Ne tourist service center area; Hung Vuong park - service area; Ca Ty river embankment resettlement area... These urban areas were opened in many coastal areas around Phan Thiet City, like satellites.

In Khanh Hoa, in addition to Nha Trang City, which is the central urban area of the province, the two areas selected as satellite towns are the Northern Cam Ranh peninsula with 45 projects and Ninh Hoa town with coastal urban areas belonging to the wards Ninh Thuy, Ninh Diem and Ninh Hai. Department of Construction of Khanh Hoa province recognizes other coastal areas such as Cam Ranh, Van Ninh and Cam Lam with high urbanization speed.

Mr. Nguyen Xuan Chau, Chairman of Viet Long Company - an enterprise investing in many coastal urban areas in the Central region, said that the potential for coastal urban development in this area is huge. "The coastal urban areas will be built into satellite cities around the current core urban area, surrounding the administrative center of the provincial capital, which will stretch the population to live and minimize population pressure into the central region, creating a better living and working environment for the interregional community", Mr. Chau said.

Make room for "breathing"

According to Mr. Nguyen Xuan Chau, for the development of coastal satellite urban areas, it is necessary to invest in synchronous transport infrastructure, connect coastal satellite cities and with new core urban areas to create motivation for the continuous paralel development. New urban planning of low-rise coastal areas, high density of greenery, theme parks located in the middle of urban areas to ensure public spaces for the coast to "breathe". Urban infrastructure must be fully underground, rainwater drainage systems and daily-life water will be separated and especially, domestic wastewater will be treated.

Architect Le Van Thanh Binh, former Director of Binh Thuan Construction Planning Institute, said that allowing many investors to build coastal and reclamation projects in Ham Tien - Mui Ne area (Binh Thuan). Previously, this coastal road was covered, people had difficulty in access to the sea, which is a lesson in the planning of coastal urban areas of this province. "Therefore, in the planning work of construction of coastal projects of Binh Thuan in the future, there should be a land fund for public, putting the public interests first. In addition, the issue of environmental treatment, Coastal waste should also be a top priority when approving projects", Mr. Binh proposed.

Mr. Nguyen Van Loc, Chairman of the Khanh Hoa Architects Association, said that out of 59 criteria for evaluating grade I urban standards, Nha Trang City still lacks 16 criteria. "Currently, the planning in Nha Trang is imbalanced when a series of high-rise hotels are concentrated on Tran Phu Street, making this area compressed. If focusing too much, not only the central area of Nha Trang City but both the area behind Nha Trang and Dien Khanh will lose the air circulation. Many areas of dense construction through dense, violating the general planning", Mr. Loc said.

Unbalanced mining

According to "Research and build a model of coastal urban adaptable to climate change" by Prof. Dr. Mai Trong Nhuan (Urban Research Center, VNU Hanoi), the coastal urban strip of Vietnam is facing the risk of rising sea level, climate change which is becoming increasingly abnormal.

The most noticeable difference in the structure of urban urban space compared to other types of urban areas is that it contains two elements of marine resources such as beaches, islands, caves, marine ecosystems, monuments, coastal landscapes... and coastal service spaces such as hotels, restaurants, entertainment areas... However, in both areas, many coastal cities are being imbalanced, even outrageous, potentially many negative risks, affecting the sustainable development of these cities.

According to Viet Khanh - Ky Nam - Hong Anh
